More than just a rulebook, the Highway Code is your indispensable guide to safe, legal, and responsible driving on UK roads.

What is the Highway Code?

The Highway Code is a set of rules and guidelines for all road users in the United Kingdom. It covers everything from pedestrians and cyclists to motorcyclists and drivers, ensuring a common understanding of safe road practices.

Legal Status: MUST vs. Should

  • Rules using "MUST" or "MUST NOT" are backed by law. Breaking these is a criminal offence and can lead to fines, points, or bans.
  • Rules using "should" or "should not" are advisory. While not illegal to break, they can be used as evidence in court to establish liability in an accident.
  • A thorough understanding of both legal and advisory rules is crucial for safe and responsible driving.

Important Update: Hierarchy of Road Users (2022)

A major update to the Highway Code in 2022 introduced the "Hierarchy of Road Users". This places road users most at risk (pedestrians, cyclists, horse riders) at the top, and vehicles that can cause the most harm (HGVs, buses) at the bottom.

  • Drivers of vehicles that can cause the greatest harm have the greatest responsibility to reduce danger.
  • Drivers should give way to pedestrians crossing or waiting to cross a road they are turning into or from.
  • Drivers should give way to cyclists when turning.
  • This change emphasizes a shared responsibility and a need for greater awareness of vulnerable road users.
