Complete Guide to Getting Your UK Provisional Driving Licence

DriveThruL Driving School18 September 202512 min read
UK provisional driving licence application

Key Takeaways

  • You can apply from age 15 years and 9 months, but cannot drive on public roads until you turn 17
  • Online applications cost £34 and take 1-3 weeks. this is the fastest and cheapest method
  • You need your National Insurance number, valid UK passport, and addresses for the last 3 years
  • Postal applications cost £43, take 3-4 weeks, and require original identity documents
  • You MUST have your provisional licence before your first driving lesson. no exceptions
  • The licence is valid for 10 years and can be replaced online for £20 if lost

Before you can sit behind the wheel for your first driving lesson, you need a provisional driving licence. This isn't optional. it's a legal requirement, and no instructor can teach you without one. The good news? Applying is straightforward and can be done online in about ten minutes. This comprehensive guide walks you through every step of the process.

📄 What Is a Provisional Driving Licence?

A provisional driving licence is your learner's permit. It's a photocard licence issued by the DVLA (Driver and Vehicle Licensing Agency) that legally allows you to:

  • ✔ Take driving lessons with a qualified instructor
  • ✔ Practise driving on public roads with a supervising driver
  • ✔ Book and take your theory test
  • ✔ Book and take your practical driving test

Without it, you cannot legally learn to drive in the UK. It's the essential first step on your journey to becoming a qualified driver.

✅ Eligibility: Who Can Apply?

To apply for a provisional driving licence in Great Britain, you must meet all of the following criteria:

📋 Eligibility Requirements

📅

Age

At least 15 years and 9 months old (though you can't drive a car on public roads until 17)

🇬🇧

Residency

Resident of Great Britain (England, Scotland, or Wales). Northern Ireland has separate rules.

👁

Eyesight

Able to read a number plate from 20 metres (with glasses or contact lenses if needed)

🩹

Medical Fitness

Not prevented from driving by a medical condition, or have declared conditions that require assessment

📅 The Age 17 Rule

You can apply for your provisional licence at 15 years and 9 months, but you cannot drive a car on public roads until you turn 17. This means:

  • ✔ You can have your licence ready and waiting for your 17th birthday
  • ✔ You can book driving lessons to start on or after your 17th birthday
  • ✘ You cannot take any lessons or practise driving until the day you turn 17

"Many of our students apply three months before their 17th birthday, so the licence arrives well in time. Some even book their first lesson for their actual birthday. it's a great way to celebrate!"

⚠️ Exceptions: Driving Before 17

There are limited exceptions where you can drive before turning 17:

♿

Mobility Allowance Recipients

If you receive the enhanced rate of PIP (Personal Independence Payment) mobility component, you can drive from age 16

🚗

Tractors and Mowing Machines

You can drive these on public roads from age 16

  • ✓ Letters from HMRC
  • ✓ Your HMRC online account (sign in at gov.uk)
  • ✓ Student loan letters

💻 How to Apply Online (Step-by-Step)

The online application is the fastest and cheapest method. Here's exactly what to do:

1

Go to the DVLA Website

Visit gov.uk and search for "apply for your first provisional driving licence". Make sure you're on the official .gov.uk website. avoid any third-party sites that charge extra fees.

2

Verify Your Identity

Confirm your identity using your UK passport. The system will retrieve your passport photo electronically. you won't need to upload one.

3

Enter Your Personal Details

Full name (as it appears on your passport), date of birth, National Insurance number, and gender.

4

Provide Address History

Enter all addresses you've lived at in the last 3 years, including full postal address with postcode and the dates you moved in and out.

5

Declare Medical Conditions

Your passport photo will be used for your provisional licence. You'll see a preview and can confirm it's acceptable.

8

Pay the Fee

The online application fee is £34. Pay by debit or credit card.

📅 Application Timeline

During busy periods (September, January), processing can take longer. Apply early if you have a specific start date in mind.

📧 Applying by Post

If you don't have a UK passport or prefer to apply by post:

  1. Get form D1: Pick up from any Post Office or order from DVLA
  2. Complete the form: Fill in all sections in black ink
  3. Get a photo: A passport-style photograph meeting DVLA specifications
  4. Gather identity documents: Original documents (not copies). the form explains which combinations are acceptable
  5. Include payment: Cheque or postal order for £43 payable to DVLA
  6. Post to DVLA: Use recorded delivery for peace of mind

Postal applications typically take 3-4 weeks, but can take longer if the DVLA needs to verify your documents or if there's a backlog.

🩹 Medical Conditions and Driving

You must declare any medical condition that could affect your ability to drive safely. This includes:

⚠️ Conditions That Must Be Declared

  • Epilepsy. Specific rules about seizure-free periods
  • Diabetes. Especially if treated with insulin
  • Heart conditions. Including heart attacks, angina, heart surgery
  • Stroke or TIA
  • Neurological conditions. Parkinson's, MS, etc.
  • Mental health conditions. If they affect your ability to drive safely
  • Visual impairments. Beyond what glasses/contacts can correct
  • Sleep disorders. Including sleep apnoea

Having a condition doesn't automatically prevent you from driving. The DVLA assesses each case individually and may issue a licence with conditions, request medical reports, or issue a shorter-term licence that requires periodic renewal.

👁 The Eyesight Requirement

You must be able to read a standard UK number plate from 20 metres (about 5 car lengths). If you need glasses or contact lenses to achieve this, you must wear them whenever you drive.

Important: The Eyesight Test

At the start of your practical driving test, the examiner will ask you to read a number plate from 20 metres. If you fail this check, your test ends immediately. Make sure you can pass this before booking your test.

What Happens When Your Licence Arrives

Your provisional licence will arrive by post. It's a photocard with a green background on your photo (full licences have pink backgrounds). Keep it safe. you'll need it for:

  • Every driving lesson. Your instructor must see it at each lesson
  • Booking your theory test. You'll need your licence number
  • Taking your theory test. Bring it as ID on the day
  • Booking your practical test. Again, you'll need the licence number
  • Taking your practical test. Essential ID for the examiner

Rules for Learner Drivers

Once you have your provisional licence, you can drive on public roads, but only under these conditions:

Learner Driver Requirements

  • Age: You must be 17 or over
  • Supervision: Accompanied by a qualified driver (21+, held full licence for 3+ years)
  • L plates: Displayed clearly on front and back of the vehicle
  • Insurance: You must be insured to drive that specific vehicle
  • No motorways: Learner drivers cannot use motorways (unless with an ADI in a dual-control car)

While You Wait for Your Licence

Use the waiting time productively:

  • Study the Highway Code: Available free online at gov.uk, or buy a physical copy
  • Start theory test prep: Download the official DVSA theory test app or use practice websites
  • Research driving schools: Read reviews, compare prices, check instructor qualifications
  • Book your first lesson: Schedule it for shortly after your licence is due to arrive

Yes. A provisional driving licence is a valid form of photo ID in the UK. It can be used for age verification, opening bank accounts, and many other purposes.
